Learning by deciding
Simulation-based exercises, adaptive training and assessment support for universities, schools and vocational programmes.
Applied AI and simulation partner · Tallinn, Estonia
INNOQUEST builds interactive simulations and carefully scoped AI tools that help research teams turn hard trade-offs into something people can explore, question and evaluate, across education, environment and health.

01 · Approach
Research projects often end with findings that few people can use. We work on the step between evidence and decision: turning models, scenarios and expert knowledge into interfaces where people can change assumptions and see consequences.
Agree on what is being decided, who decides and which variables matter. Assumptions are written down before code.
Translate expert input and literature into a transparent scenario model, with clear limits on what it can and cannot say.
Browser-based simulations, guided exercises and AI-assisted explanations designed for the people who will actually use them.
Pilot with learners, stakeholders or practitioners, then revise. Evaluation design is shared with research partners.
02 · Flagship
A browser-based climate policy simulator where participants govern a real country and live with the consequences of their choices. It is our most visible product and the clearest example of how we work.
Scope note. The simulator is an educational strategy experience. It is not a calibrated forecasting model, and we do not present its outputs as scientific predictions. Access requires free registration.

03 · Sectors
The same discipline applies wherever decisions are complex and consequences are shared: explicit assumptions, testable interfaces and human judgement in the loop.
Education · Available and in development
Simulation-based exercises, adaptive training and assessment support for universities, schools and vocational programmes.
Environment · Flagship available, extensions proposed
The World Climate Simulator shows how policy trade-offs can be explored hands-on. With research partners we want to extend this approach. The directions below are proposals, not shipped features.
Health · Research and co-development direction
We want to co-develop tools with health researchers where simulation helps people understand systems. We do not build tools that diagnose, recommend treatment or act as medical devices.
Not offered: diagnosis, treatment recommendations, medical devices or deployed patient-facing services.
04 · Capability notes
Each note describes a capability, its intended use and its current readiness. None of them claims a completed deployment.

Project · Estonia support
Applicant guidance for craftspeople: a €5,000 grant and nine months of mentoring for selected projects
05 · Research collaboration
We are an Estonian SME seeking to join European research and innovation projects as a technical partner. Here we describe intent and capability; specific references are shared directly on request.
Turn project results into simulations and exercises that keep working after the funding period.
Scenario workshops that let non-specialists work through trade-offs instead of only reading about them.
Prototype, test and iterate tools with end users inside a work package.
English and Estonian interfaces, with a process that can extend to further languages.
06 · Notes and archive
Eligible craftspeople and small craft businesses can apply for a €5,000 grant and nine months of mentoring. INNOQUEST provides guidance and an English-language document intake service for applicants seeking support.
